I'm guessing that it's a bad motherboard. Sometimes the capacitors will go bad and bulge or even leak ( http://i891.photobucket.com/albums/ac116/internetpages/Marketing/Apple-iMac-G5-Motherboard-Capacitor.jpg ). This will cause all sorts of computer problems. You can open up your case and look for them.

Do you know what processor is in it or how old the computer is? If it's an older computer, it probably is not worth replacing the motherboard. Motherboards start at $60 (normally more) and local PC shops will charge you an additional price for installation. The total could easily come to $120 to $150. Other times, larger store like best buy will tell you they can't get the parts, buy a new PC. If you found a compatible motherboard and installed it yourself, then you would have to straighten out changes in drivers on inbuilt components (removing old drivers and installing new ones or formatting) unless it's the same model of motherboard. I'm leery of buying used motherboards if they are old. 1/2 of the used, old motherboards my father has bought on ebay had bad capactors. One seller even bought a new backward-compatible motherboard and shipped us the old broken motherboard in box of the new motherboard. It was what we bought, but he said it was in working condition; it wasn't.

Intel makes Pentium 4, yours is an AMD. But your computer is from that time period. More information about bad capacitors http://en.wikipedia.org/wiki/Capacitor_plague It's likely the capacitors are bad. I was reading a post online that stated $250 to $500 for laptop motherboard replacement because of the cost of motherboard, time to install, and if the operating system is OEM, the install is linked to the motherboard so you would need a new license (mostly trying to re-iterate, it is not worth it to replace the motherboard through a shop). If you upload pictures we can look at them, but I am pretty sure it is due to bad capacitors. The top metal part will be bulging upward instead of flat on top of the capacitor.

I'm intrigued by the reference to a UPS. The square box at (not on) the top of the case is the PSU - power supply unit. A UPS is an uninterruptible power supply which holds enough electricity to keep the computer going in a power cut (outage in the US) just long enough to allow you save your work and shut it down properly. If you don't have a UPS, I agree the motherboard has serious problems.
