Static shock fried USB ports, mouse and keyboard still broken.

So, I was vacuuming a couple of weeks ago and, as I've come to figure out, I shorted out a couple of USB ports on the back of my ASRock motherboard. They were specifically the ones that my mouse and keyboard were plugged into. The ports were no longer responsive and, oddly, the mouse and keyboard themselves began blinking in and out no matter where they were ported.

As it happens, I was planning on an upgrade anyway. I just put in a new Gigabyte board, but here's the problem: the mouse and keyboard are still on the fritz, and they've now rendered the ports they were first plugged into dead to any other USB device after less than a week. (Side question: does this count as a valid reason to warranty this board for a new one?)

I'm going to sound dumb here, but are the mouse and keyboard carrying residual static electricity? Are they frying every USB port they're plugged into slowly, no matter which motherboard I use? Do I need to switch to new ones immediately?
