7950 Crossfire Clocks Jump Around in Game

My 7950s have started acting up while gaming. Using MSI Afterburner to monitor, the clock speeds jump around from ~500Mhz to 950Mhz constantly. Temps are under 60*C and I have a Thermaltake 850W Smart Series PSU. All components are less than 6 months old. It doesn't seem to be related to anything as the clocks jump around randomly. It does it in new games as well as old. The cards are both the "Boost" version and I've tried both bios switches. I also set the Power Control slider to +20.

What could be causing this?

It's a power saving feature, your cpu speed jumps around too, that's normal.
