When should I expect to be able to ask advice on new gaming rigs with Haswells?

No, by drop i mean release. I was looking to build last week, but some members told me to wait till the haswells release so they'll know what motherboards and stuff work well together. When should i be able to start asking for that stuff?

He means "drop" as in release.
Already some reviews on the 4770k. It's better, but it's incremental. Floating point performance is a positive. On the negative side, doesn't initially look to be anywhere near as good an overclocking as some of the pre-release hype suggested.
