Please help us build a rig for my younger brother. He is an engineering student, and his rig must concentrate on:
We have just two online options for purchase: Lowest Rates Online or this Alternative Site. The budget is 70,000 INR (Google says it is 1237.40 USD). The budget is inclusive of SSD, RAM, HDD, DVD-RW Drive and excludes OS & Shipping.

■ CAD, Video Editing, Flash Animation (mostly amateur level)
■ Playing current games at not more than 1080p resolution
■ Overclock? Not now but definitely after a year or so; as newer games may demand.
■ i7 or i5? i5 for now, but i7 definitely after his computing skills mature (say, after a few years)
■ Haswell? I don't know, I don't mind.
■ CPU Cooler? Not now, only once OC is required
■ Multiple Displays? Never, EyeInfinity would be an overkill (eg)
■ Mobo? Any compatible one which can be overclocked. On-board bluetooth is preferred
■ Case? Discreet looking, silent but cool enough
■ PSU? Someday, we may try SLI/CF so something capable and modular
■ Play Crysis 3 at highest settings at 1080p, we don't care if it struggles in higher resolutions
■ Must be able to cope with other graphics intensive work besides gaming
■ HD7970, GTX 780, Titan, etc would be an overkill even if we had the budget
