To me that sounds like the processor is not being efficiently cooled... I've seen and read this particular symptom to be related with a lose heatsink or insufficient thermal grease on the CPU... even a failed or disconnected CPU fan would cause such a condition. If that doesn't turn out to be the problem, reset the BIOS.. battery off for 5 to 10 minutes, see if the CPU fan is connected on the right power header, and recheck all power and digital connections, and also check that the PSU is set to the right voltage for your country.

i downloaded a cpu temp program and it never gets above 35 degrees Celsius. i resat the cpu heatsink and everything looks good. all fans run properly and i have reset the cosmos twice.(i also updated the bios to the latest version) i tried a different psu that i know to be good. all these things and still the problem remains.

I've read this can happen when the power switch is stuck/broken... at least the symptom is exactly the same... to discard the possibility, disconnect the Power Switch connector from the motherboard header, and ¨jumpstart¨ the system with a small screwdriver, a coin or anything metallic that you can use making contact between the two front panel header pins the power button connects to... if the computer stays on, the power switch is broken.

i took everything and bench tested it on the mobo box. it didnt help. when i was in bios i noticed that my ram was reading at 1333 instead of the 1600 it should be at also show it ass 6-6-6-20 but it should be 9-9-9-24. could this cause the issue? im running memtest right not double check my ram

Those CL and Mhz differences may depend on the BIOS & mobo support, but but in any case it's not the cause of the problem... more likely to be a result of the problem because the CPU should allow the RAM to be recognised at 1600Mhz and that's apparently not happening, see if Over Clocking the BIOS to 1600Mhz RAM helps.
