USB 3.0 port coming out of bottom PCIe slot

Hi, i have a Asus P8P67 Pro motherboard in a computer i bought from Scan 3xs. i have noticed a strange USB 3.0 cable coming out of the bottom pcie slot. this according to the asus manual is a PCIe 2.0 x16_3 slot (at x4 mode, compatible with pci x1 and x4 devices)

I just wanted to know what this cable is and what it is for?
 
The builder probably used an adapter like this :

to convert from the 20-pin usb3.0 header on your board ( the blue rectangle header between 24pin mobo power connector and SATA ports ) into 2 usb3.0 ports. Nothing got plugged to the PCIe 2.0 x16_3 slot on the bottom.

LOL being mad. I'm still not clear what's on the other end of that usb3.0 cable ( but cables do end with ports, right? ). Would have been better if you post a pic or care to explain about the ends of that cable.
