Whats your resolution? Minecraft is a very CPU intensive game you should easily get 60 (Everything maxed ,Vsync on ) on low - Med resolution however i believe your CPU might start struggling to maintain constant 60 at the higher resolutions.

Be sure to use the Optifine mod as it allows Minecraft to better utilize multiple CPU cores and increases FPS.
