Depends on framerate. If you are rendering at a crazy FPS above say 200, then yea its pretty typical. But it shouldn't do it under load at typical framerates, if it does, you can return it if it bothers you.

Yea way too high. It's not going to damage the card, but its normal for it to whine at framerates like that.
You can use Rivatuner/MSI Afterburner to set an FPS cap to stop it happening.
