wireless network security blocking communicating

I have a smartphone and smart tv. The phone communicates with the tv when the pc is off but not when the pc is on. I think it is Norton antivirus that is preventing it but not sure what setting. Anyone out there have any thoughts?

Uninstall Norton and use MS Security Essentials. If you have no further issues after that, you have your answer.

That would be a very lat resort. That's like taking a hammer to s thumb tack right now as I'm only looking fora Norton setting.
