This is a new build, with XFX Radeon HD 7850 2GB, FX-8350 and MSI 970A-G46 AM3+ ATX. I've connected the monitor through the video card (hdmi). The motherboard doesn't have a VGA output.
When i turn on the thing, all the fans start and seems to be running perfectly fine, but no beep from the motherboard. I've tried the video card on a functional build, and i still get no signals going to the monitor. Can i assume that the problem is the video card? or does the video card need to be set up first?

Have you tried turning on your pc (connect the monitor directly to your motherboard) without the video card? If it is running, the problem could be on the pci express slot, the card itself or your PSU power is not enough.

I've tested the video card without setting up the driver on a functional build, but i still get no signals to the monitor. I don't think both motherboard have bad pci express slots. I have a Rosewill 650W ATX12V / EPS12V for a power supply, so i don't think that would be it.
What can use to connect the motherboard to a monitor besides a vga, dvi, or hdmi because my mother board does not have any of those outputs,

So how are you supposed to connect your monitor to your motherboard if ever you don't have a video card? Your video card is attached to one of your PCI Express slots I assume?

The video card is connected to the pci express slots. I am unable to connect a monitor to the motherboard since there isn't a built in video card on the motherboard. I hope you understand that. There's no vga, hdmi, or dvi output.

Since you said that it seems that there shouldn't be a problem with your motherboard's pci express slots and the power supply unit. I guess you have a problem with the card. The best way to check it is try to plug in the video card to other motherboards or have another video card to test with your motherboard.

Do you have two PCI Express slots? Try putting it to the other slot, see if that works. :)

+1

The mobo does have 2 PCIe slots.
I'd go with hey_im_justice's post. If that doesn't work, try to find another PC to test it out on. Then start pointing at the graphics card.
