I believe that the xeon CPU's all have locked multipliers. I think you may bump it up a few times on the multiplier, but it's limited to five steps above factory setting. Look for a multiplier setting in your motherboard CPU settings..

That's an old Core2 based LGA 775 Xeon. Same chip as a Q9300 I believe. No multipliers but the extreme editions were unlocked back then. Overclocking was done via the FSB.

You moved from one piece of junk PSU to another but if it's not overclocking at all that's not the problem. Motherboard and RAM and what are you doing to overclock?

I ended up with an X5460 CPU. It has an unlocked multiplier, but will not boot when it's over the factory limit. I can use the FSB to get it over the factory Ghz, but when I get to 3.25 I can't go any higher. Not because it will not boot or anything, but because, when I increase the FSB, the multiplier drops. I set the bios not to do this, but it still dose it. I used the pins on the motherboard to run everything at 1333, and I have 1333 RAM, but the RAM will not run at 1333. It underclocks it's self to 10XX. I've spent years playing with this old motherboard. It never really worked properly. I would not recommended it, unless you want a board that will last years of abuse. I mean, I leave it on 24/7 and after ...maybe 7 years now, it just keeps ticking. I can play PUBG, GTAV, and many other games with this computer... but it really is slow these days. January 2019*
