Possible Dead on Arrival

For starters, here is my setup:
PSU: SeaSonic SSR-650RM 650W ATX12V / EPS12V 80 PLUS GOLD Certified Modular Active PFC Power Supply
MOBO: ASUS M5A99FX PRO R2.0 AM3+ AMD 990FX
CPU: AMD FX-8350 Vishera
VC: SAPPHIRE 100354XTL Radeon HD 7870 XT w/Boost
RAM: CORSAIR XMS3 8GB 240-Pin DDR3 SDRAM DDR3 1333 (Single Stick)
HSF: Corsair H55 liquid cooler

(May be overkill on information but the more data available the more accurate the prescription).

I started off by performing a test boot. Initially the MOBO gave me 1 continuous beep followed by 2 short beeps signifying an issue with the memory. I readjusted the memory and attempted another test boot, this time it came up with nothing. The fans spin, the video card fans spin, but nothing. No short beep signifying it didn't detect a keyboard. Distraught, I initially thought the VC was DOA as no info was being passed along to the monitor. However, after some review on the internets I realized it may be the mobo.

I reset the CMOS by jumping the connectors. Nothing
I pulled out the CMOS battery and stared at it for 20 minutes. Nothing.
I cursed at the CMOS battery for another 5 minutes after the initial 20. It stared back in defiance.
I unplugged all unnecessary components (including the VC) to determine if the system would beep at me. Still nothing.
I switched out the 8pin supplementary CPU power with an AG03 8 pin to CPU 8pin provided by Seasonic, just to see if I had the wrong cable in. Still nothing.

One other problem I have is that the DRAM_LED light is lighting continuously. I've checked the Memory QVL and it seems to be fine. I've performed the steps to the Memory OK! button but to no avail.

As such, am I faced with a possible simple fix, or could my mobo be DOA?
Also, could any mobo issue be the reason my VC is not presenting information onto the monitor?

I'm really hoping there is a simple fix to this as I don't want to deal with an RMA :/
