4+1 vs 8+2 power phases? Also, which is this motherboard

Hey all. What is meant by 4 + 1 and 8 + 2 and all that stuff. I know that 8 +2 is better for overclocking but what exactly is it? And I just bought an AMD FX 8350, and I was wondering if this motherboard is 8+2:

MSI 990FXA-GD65V2

Also, would you recommend another board to me around this prices range? (sub $130 please)
 
More phase means greater and cleaner electricity to be put into your CPU, therefor increases OC-ing ability and stability of your CPU. The MSI board listed above has 8+2, however, the components used for its power design aren't the best at this price range. Gigabyte GA-990FXA-UD3 is the best candidate here.
