Textures Flashing/Flickering PLEASE HELP ME!

When playing GTA IV I see the shadows and textures flicker sometimes. It can be a turn off for playing so any solutions? My drivers are updated and I can run the game smoothly so what's the problem? I tried forcing AA but that didn't help and the SMAA from Sweetfx didn't help either.

Any solutions?

Yes
And I have an ENB applied if that helps, but I checked people using it and they seem to not have the problem

well most of the time textures pops are things that can be fixed by driver updates and game updates. so IF you're uh, um running the *cough* pirates * cough * version of gta iv download some manual updates. if not then im not sure. gta iv is horribly optimized for the pc. worst console to pc port ever imo. you can also try looking for some performance mods? or some .ini file tweaks. there are some great modders out there! :)

list out your spec and as i know GTA IV is pretty demanding

i found this on the forum . Hope it helps .
try this and see if it helps:

1) create a text file called commandline.txt and place it in the root directory of GTAIV (where the EXE files are).

2) within this txt file copy and paste the following lines as is:

-noprecache
-nomemrestrict
-norestrictions
-availablevidmem 2.0
-percentvidmem 100
-refreshrate 75

3) run the game and see if there are less pop ins.

not all lines have anything to do with your issue but im giving u these command lines since they are what helped ME get rid of a lot of these pop ins, and i have a 512mb card.
the command lines might give u stutterings during gameplay although im not sure they will. it's the effect of -availablevidmem 2.0 . u can reduce it to, say, 1.5 instead of 2.0 but what might really help u out is the line -percentvidmem 100. maybe it will help the game maximize the usage of your VRAM.
