Actually I've read where copying the steam directory to the new SSD, and then re-installing steam(to this new directory - so Windows knows where its at) works fine. and Steam just reconfigures everything, and you don't have to re-download all your games. Just remember that many saved games are in your profile, so make sure to copy your profile data over. I've never done this myself but read about this by several others. There is a backup and restore feature in steam that you can use to backup your games, and then restore them into the new SSD.
