Not normal. I used to have a similar problem with my Phenom(which usually runs hotter that i7 and i5) and my temps were 60-70°C. My problem was that the cooler was incorrectly installed and only made contact with the CPU on a corner. Personally I would take the cooling system out and do a simple inspection to see if everything looks fine, then I would make sure the thermal paste is applied the way it should and install everything again.
It might help if you also tell us the idle temps and how the CPU usage looks like when it goes to those temps
