I have recently upgraded my system massively, but due to my nervousness to completely water cool my system (having bricked an expensive GPU before), I am wondering at what OC on my i7-3970x, I really need to be upgrading to a water cooler.
Due to the case fans and power, I don't particularly need to spend close to $1,000 on water cooling for everything else, but it would be ideal to know at which point I should be at least water cooling the CPU.
It currently stands at 4.5GHz, with a Noctua NH-D14, running at 34 degrees at idle, and about 71 at full load. I'd like to be turn it up to 5.0GHz, which would be pretty easy to do, but don't think the Noctua could keep up to be honest.
I am also using a Cosmos 2 case, so am assuming there is an issue with the 8-pin power connector and the Corsair H100?

Your Budget , is way too high for Watercooling even if you have a SLI/CFX.
Anyways , This IMHO is the best you can buy -

Just buy any coolant ( 1L of Distilled water is the best for you ) and Kill coil(s) of your choice. No matter how much you OC and fully load on , this will keep it below 70. IMHO , even this is good -

But the choice is yours. As you move add whatever parts in the loop you want to.
BTW your luck to have a i7-3970X in your rig. >.<

Thanks for the information, however I never had a budget for water cooling. I was merely being sarcastic in that I would rather save up and spend another $1000 on a third titan, than spend that much on water cooling that isn't really needed.
Anyway, yeah, I think I should be ok at the moment anyway, but if I can mod my case a little, I may be able to get away with an H100 just for the CPU under load to keep things going.

I might even try out one of those new Haswell i7's as well once they hit the ground. Can't imagine it being as good as a 3970x though, it is ridiculous.

Never , Never ever say that. LOL , was shocked that you will leav i7-3970X for Haswell. It isn't smart. Anyways , I thought its your budget. If you want below 70 get the H100i atleast. Or Try the Swiftech H220 PandP. - http://www.frozencpu.com/products/18290/ex-wat-242/Swiftech_H220_Compact_Drive_II_Plug-and-Play_Liquid_Cooling_System.html?tl=g30c83s137
or the XSPC Raystorm RS240 - http://www.frozencpu.com/products/16891/ex-wat-219/XSPC_Raystorm_750_RS240_Extreme_Universal_CPU_Water_Cooling_Kit_New_Rev_4_Pump_Included_w_Free_Dead-Water.html?tl=g30c83s137
These are good budget options IMHO.
