Haswell is a better CPU by 5% to 10%. If your budget is unlimited or you are going to be doing heavy video editing or rendering, go with the Haswell chip. But if you are on a budget, you might as well go for the Ivy Bridge. The difference between them is very minimal and you probably can't tell the difference in gaming. Also, if you live near a Microcenter, you can pick up a 3770k for $230 and a 4770k for $280. Motherboards are also $40 cheaper than normal there.

The budget is current around £250 or $400. I was reading around and someone suggested that Haswell is a good idea because mobo with IB is near the end of the line.

True; but the entire budget must be accounted for. For example, if I were given a choice between the i5-4670K + HD 7850 or a i5-3570K + HD 7950, I would choose the second option. This is of course taking into consideration that LGA1155 motherboards are not as expensive as LGA1150's. I would definitely rather get a stronger GPU for the money spent.
