Hi, kudos to you guys if you can figure it out.

First of all, the specs:

ECS H61 mini atx motherboard
4gb Kingston ram
Corsair cx430w
Intel celeron G540
Seagate 500gb Hard drive
Ml03b Case

Problem:
one being that the power starts - fans run, 15-20 seconds later they stop and then turn back on, once they turn back on, power works normally.

Second problem - NO VIDEO showing on monitor.


Steps i've tried to solve this:
Tried 2 different working monitors
Tried discrete gpu and onboard gpu
Tried 2 different cpus
Booted with minimal setup ( e.g. no hdd plugged in ) on motherboards box
Made sure all cables were tight
Reseated all components
Tried changing input to hdmi manually on monitor
Tried vga/hdmi input to monitor

I've seen this issue several times, and each time it has been a mainboard issue. If i was required to put money on it, I'd say bent pin on the CPU socket.

CPU failure out of the box is unlikely for an Intel CPU. If it was a memory issue, the board will beep. The PSU didn't make any noise that I could hear, and likely you'd hear it so the PSU seems to be giving solid power. So by process of elimination, the mainboard. Could it be something else? Sure, there is no way to be 100% until you start digging into the issue, but like all of the previous replies, I'd start with replacing the mainboard.
