My current Build:

AMD Athlon II X4 640 ~ 3.0 Ghz
Sapphire Radeon HD 4770 512mb
FOXCONN A7GM-S 2.0
4GB DDR2 Ram
SATA 3.0 GB 250GB HD
Cooler Master 460 watt psu

I built most of this in 2009, upgraded the CPU recently from a duel core. I built it as a mid-range gaming computer, but it is getting old. I'm trying to upgrade some parts without building an entire new machine.

I was thinking an AM3+ motherboard with SATA 6Gb/s and USB 3.0 (To take advantage of the SATA 6Gb/s I'm guessing I'll need a hard drive of that speed?)
DDR3 Ram.
And then possibly upgrading the GPU to something like a Nvidia GTX 650 Ti

I'm looking at some motherboards right now but I wanted to ask for suggestions from people who know more about this. I probably won't upgrade the CPU now but maybe in the future.

Upgrade
RAM: 8Gb
GPU: msi GTX 650Ti is fine with that CPU
MOBO: Get that msi so it would be more compatible with your GPU
Maybe PSU: 500-600W if you plan to get a new CPU for a fresher power

You didn't say what OS you are running? Is it Windows7 (64bit)?

Your mothebroard already has SATAII x 6 connectors.
So you could buy a SSD drive now and just run it at 3GB instead of SATA3 speed of 6GB.
The SSD will still be blistering fast compared to your old HDD.

Anyway, here is my advice:
A) If you are already running Windows7 (64bit) OS, then just spend all of your money on the best graphics card (within power limits of your PSU but you should be fine) you can be happy with. This will give you the best bang for your buck and you should be able to run games at the highest quality settings at 1440 x 900.

B) If you are still running a 32bit OS, then buy Windows7 (64bit) and a new 240GB SSD and re-install your computer. Then save up some more and buy a new graphics (under $100) card later on.

Both options above are well under $300 and should give a nice performance boost either way!

Your first idea is great but, getting a strong GPU for $300 together with what he has won't increase much in term of FPS performance, it's should be "alright" for some games

Second option is too pricy, since Mr SSD comes in place :)

I'm running Windows 7 (32bit).

Thanks for the responses. This is what I'm trying to figure out, If I should upgrade my board, memory, and video card. Or just upgrade my hard drive and video card like Damian suggested.

I believe this is the older SATA connectors. SATA 6GB/s is the faster new one.
