Frame-Rate dropping, Clueless on what's wrong. Please Help.

Just bought everything brand new, installed windows 7, and the necessary drivers for my PC. But, I can't even play League of Legends on very high without the frame-rate dropping from 60 FPS to 20-25 FPS during heavy fighting, so I haven't tried any other games because of that. I've tried to install the drivers from AMD/SAPPHIRE website but no change, got up to date service packs from Microsoft, updated drivers for my MOBO. So I'm pretty lost here. Here are my specs. Any help would be awesome.

Also using a Seagate 1TB HDD for everything besides LoL and my OS.
 
Not to be rude, but that PSU is COMPLETE trash and should be replaced ASAP.

I would also say that the CPU is the reason for your frame dropping in LoL. Although it is a newer CPU, it isn't very strong in the single threaded world. This is one of those situations where a dual-core i3 would be better than this 8-core fx-8150.

Yeah, I'm planning on getting a better PSU for overclocking. Just haven't gotten to it yet, because of the issues with my frame-rate.

Did a driver sweep, removed only the Nvidia drivers. Now I only have AMD/SAPPHIRE drivers, but the thing is it doesn't matter if it's LoL or Zoo Tyccon 2, the frame rate drops for 1-3 seconds then goes back to normal. Still lost at what might be causing this.

That's the plan, but I'm just trying to fix my frame-rate issues before overclocking.

So I figured out that my core speed drops from 3.9 down to 1.4. I've tried turning off AMD Cool&Quite, but still no change in Framerate. Updated the BIOS, and still nothing is working, I don't know what's going on anymore.
