I have a disc I need to back-up, but I need to backup the bad sectors on it too... How do I do it?

If the disk spins up and stays on, you have a chance to recover data. You also don't know what resides on the bad sector(s) too.

Your best bet is to try hdclone and see if you get a good copy of your disk.

Remember that this is a 1 to 1 copy, so if you try to copy to an external drive it will wipe out the drive's pre-copy contents.

You'll find several disk recovery tools on the Ultimate Boot CD.

Included should be a tool called ddrescue. You can use that to make a disk image file on a drive with sufficient free space, instead of just overwriting a whole drive with your backup. Once you've got an image file you can use other tools to mount the disk image in windows and recover/repair files.

The whole process is outlined at http://www.myfixlog.com/fix.php?fid=21.

A tool I've used to just copy files instead of imaging a disk, ignoring errors and copying data regardless, whether it's corrupt, or in the case of completely unreadable blocks on the disk, making up the file size with zeros, is Roadkil's Unstoppable Copier.
