Stuttering issues and graphical slow-downs

Hey there :)

I've recently been experiencing frequent stuttering and graphical slow downs in games such as Diablo 3 and The Incredible Adventures of Van Helsing, but considering my PC's hardware they don't make much sense.

The stuttering in D3 is particularly bad. My pc far exceeds whats required and my fps drops to 40-50 for a split second at a frequently consistent rate. Occasionally, my graphics will go into slow motion, and appears to be running at 30 fps, but according to in-game fps and fraps, it never drops below 60 fps during this time. Alt-tabbing or accessing the menu for a bit returns it to normal.

I updated to 13.6 beta drivers, but had to rollback to 13.4 because of Dota 2's severe performance drop. The PC itself is relatively new and has been thoroughly tested and approved by professional techs a few months ago.

I was hoping someone could take a look at my dxdiag file and perhaps locate a hardware, software and/or driver problem. Anything that may be affecting my gaming performance. Thanks in advance!

Here's the file:

Hello enophi, you can try download this to update any drivers that is not up-to-date.
Link:http://www.driverinspector.com/
Furthermore, i would say do a clean install for your gpu driver. And try this driver and see :http://support.amd.com/us/kbarticles/Pages/RC11Driver.aspx
I hope it helps.

Thanks for the quick replies!

@Xavier: I've already done clean installs of gpu drivers, registry and all, and the driver you linked hasn't been updated since 2012, so I'm not sure I trust it. I did however download driver update software and turns out I had audio drivers out of date, among a few other things, so ty :) Not sure if its fixed my problem. I'll check tomorrow when D3 is back up and report back! :)

@rich: My whole system is only a couple of months old, except the CPU which I bought a year+ ago. My new hard drives are a 2tb Seagate and the Ocz Vertex 4 128gig. OS and programs on the SSD (duh), games and media on the HDD.

Thank you for putting in the effort Xavier, much appreciated :)

Unfortunately, it didn't help, I still have micro stuttering and sudden FPS drops. I've been using game booster to close unnecessary programs in the background, to no avail. The game has been out for a long time now, but could my issue be a problem with Diablo 3 itself? Or because I live in Aus playing on an American server, could it be high latency causing my fps issues?

If anyone could provide further suggestions that would be great!

Its diablo 3. It has suffered from microstuttering on a wide variety of hardware configurations since launch. They have never been addressed. Even some people with NVidia cards are effected.

Ty for clarifying that rich :) so I guess I can ignore the micro stuttering, but the freezing and slow-motion graphics? I believe these are a different problem that I would like resolved. The graphics slow down to what appears to be 30 fps, but in-game fps indicator AND fraps both show 60 fps. The freezing drops fps down to 40-50 but only for a split second, regardless its distracting and annoying.

here is my updated dxdiag file:

I suggest you delete the current Diablo 3 and copy the file to a pendrive itself first. And run from the pendrive and see if the fps drops.

When playing it off my external, I didn't experience any graphical slow-downs, but I did notice an increase in stuttering and split-second fps drops. On both my HDD and SSD I had all 3 of these. I honestly have no idea what is going on at this point :/ I have everything maxed in Witcher 2 (except uber sampling) and I have solid 60 fps, but Diablo, Dota 2 and The Incredible Adventures of Van Helsing either have fps drops, stuttering and graphical freezing.

@smeeze: Its winter here in Australia, so ambient temps are low. My CPU and GPU are below 50 degrees.

Blizzard responded to my ticket. I posted my dxdiag, msinfo32 files and a trace of the region's IP address. They believe my performance issues are related to a poor connection to their servers that degrades over time and have provided me with some tedious troubleshooting methods. I'll post the problematic lines of the trace, and would like to hear your thoughts on this, before I start going through these potentially unnecessary solutions.

Here are the troubleshooting steps they want me to try.

1) Unplug the power to your modem.
2) Follow the Ethernet cable from the modem to the router.
3) Unplug it from the router.
4) Plug this end into your computer.
5) Plug the power back into your modem and let it start up.
6) Restart your computer.
7) Attempt to connect to the game.

Now we're going to try Power Cycling.

1) Shut down all computers connected to the modem/router.
2) Power down/unplug the router if you use one.
3) Power down/unplug the modem.
4) Allow it to sit for 60 seconds, unplugged.
5) Turn on the modem, allow to completely boot up until the front panel connection lights show a steady connection.
6) Turn on the router, if you have one, and allow to completely boot up as well.
7) Start the computer and allow to completely boot up.

They also told me to flush DNS.

Also, I am from Australia so high ms should be normal.

*UPDATE*

I just tried this:
1) Open msconfig
2) Services tab
3) Checked "Hide all Microsoft Services"
4) Disable all

Did this to see if any of them were eating up my internet. I played D3 for a little while and as far as I could tell, no graphical slow-downs but the stuttering/freezing was still there :/ I'll have to try Blizz's recommended approach then I'll post results.

Hopefully you have found a solution by now, but it seems there may be a less that smooth server client syncing going on. Meaning a spiking lag may cause the client to be forced to wait until things catch up. Usually in other games this is noticed as players no longer moving followed by then shooting off at blazing speeds. If diablo does this different, it may explain all the similar reports that tons of people are experiencing.
