Help first build. Won't turn on. High pitched squeal.

Hey everyone. I just build my first pc and need some help. It won't turn on and there is a high pitched squeal coming from the PSU. I've jump started the power supply and it seems to be working. The cables are properly connected. Specs: GIGABYTE GA-F2A85X-D3H FM2 AMD A85X
CORSAIR Vengeance 4GB 240-Pin DDR3
AMD A10-5800K Trinity 3.8GHz Quad Core APU

Are you sure it's not the board? I've tried other power supply's, and certain ones squeal, others do absolutely nothing. I got no LED lights, no spinning drive or fan.

I fixed the squealing noise. There was a shortage with the motherboard and the case. I installed standoffs but the computer still won't power on. PSU passed the paperclip test. But, when I connect to the motherboard it stops working.

I purchased the board just over a month ago from Newegg. No refunds or returns for defective items are given after 30 days from original invoice date. My CPU was on back order and just arrived today. I wanted to test my new LED lights, and the computer still showed no signs of power. After installing the processor and switching power supplies I still get the same results.

This rig was given to me from a tech. but, the motherboard and video card crapped out after 3 days of use. So, I decided to gut it and rebuild. The power switch kept coming lose, and needed to be replaced. It worked fine before, though. I've tried everything and can't turn the computer on. Does my board come with a power button? If so, I can't find it.

The cables are connected properly. Computer clicks when I push the power button but still won't turn on.

I just tried pushing down the 24 pin connector into the motherboard, and now getting a faint whistling noise.
 
You shouldn't have an issue placing the 24 pin in it should fit nice and snug may need some force but not much. Also, your motherboard doesn't need the front panel connectors to test if it will turn on. The top right the red one is a power button its primarily good in test benches. Just ensure both the 8 pin and the 24 pin are in correctly you have your ram placed in correctly take your motherboard manual out power your machine and when your machine turns back a number look in your motherboard manual to see what it means your motherboard has a debug number on the bottom right that outputs what is the current happenings with your machine.

UPDATE: I switched to a 575 Watt PSU, and pushed the power button. My fans and LED lights are running, but I'm not getting any signal from the monitor. And, my front panel lights don't come on.
I've also tried resetting my CMOS, via the jumper and via removing the battery, but no luck there, either.
Still no POST. DOES beep without RAM. When I put it back in, I get silence.
Any ideas on what I should do?
