z77 Sabertooth 32gb Ram reads as 16gb

I built this pc almost a 8 months ago, now, and am just getting around to working the ram issue out. When I run memtest it shows I have 4 sticks in. When I run cpuid, it shows four sticks. In the information part of the bios, it shows four sticks. The mobo is still only reading at 16gb's of a possible 32gb's, though. My setup is as follows:

z77 motherboard

i7-3770k

2 (striped for her pleasure) samsung 128(?)gig ssd's

4 G.SKILL Ripjaws Z Series 32GB (4 x 8GB) 240-Pin DDR3 SDRAM DDR3 1600

850w Corsair psu

EVGA geforce 680

H-100 cpu cooler

COOLER MASTER HAF 922 RC-922M-KKN3-GP case

I'm wanting to get my money's worth out of the build. It's a very large beast, and I was thinking of upgrading the ram, but if I can't get it to work with ram of the next tier down, I'd rather not waste my time. Thank you in advance!

It's prob the Win version, though Win could be limiting it in the config, go to START enter MSCONFIG in the search box and hit enter, when the window opens click the Boot tab, the Advanced Options and make sure Maximum Memory is unchecked. If not either of those may want to check the CPU and socket for any debris or excess thermal compound and in particular check the socket for bent/broken pins
