Borderlands 2: Weird FPS dips from 120 to 60

I'm running Borderlands 2 on a 120hz monitor, and I get strange FPS drops only when looking in certain directions of the map. For example, in Sanctuary, I get an uninterrupted 120FPS until I look towards Zed's clinic, which drops my FPS to an even 60FPS.

Same happens at Hyperion Bridge, Opportunity, etc. If my screen is looking at a certain area of the map, it seems like my FPS gets capped at 60 even if my FPS setting is Unlimited or 120 and V-Sync is disabled. My rig is clearly able to handle the load as I get 120FPS everywhere else, so I wonder why it goes down to 60 in those circumstances (whether it's an arbitrary drop due to something in-game or a very (in)convenient performance issue on my end).

This is on an i5 3570k (@ 4.5GHz) + HD 7950 OC setup. It's completely mystifying, and I'm just trying to figure out what the problem is. Ambient Occlusion is off and PhysX is locked in at the Low setting since I don't have an nVidia card.

Any help would be appreciated!

Hi, this is normal:

BTW 60 fps is great.

The reason why this happens is when you get to the area with different texture and graphics or when their is activity, the fps will go down because it doing animation, getting texture from files ect.

Like I said, it's not an occasional issue or something to do with loading, because the FPS drop is constant as long as I look at that area of the map. I dropped my resolution to the lowest possible setting, set the minimum texture quality, etc., and the same issue occurs. If it were a performance issue with my card, these changes would have had a positive effect on my framerate.

Less than when I'm looking in areas with solid 120FPS, according to Trixx. Not a substantial night-and-day difference in usage/temperatures but it doesn't seem like my GPU is getting bogged down by these specific areas. I'm guessing that it's an effect or something in-game that's dropping me? I can't think of any reasonable conclusion besides that.

I've tried scoping in/narrowing field of view and I've found most of the drops are from regions way in the distance and outside of the map. Not sure why, since all that's out there is low poly, low detail hills.
