AMD Radeon HD 7850 2gb issues

Asus Sabertooth z77
i7 3770k
16 gb ram 1866 (forget exact name)
evga 750 ps
60gb ssd Samsung
Win 8 x64
just bought Have an ASUS HD7850-DC2-2GD5-V2 for this setup
I had an NVidia gtx 560 ti that is being replaced


The video card is brand spanking. I put it in at first and worked. Even showed up in Device Manager. I restarted and after the restarted I saw the BIOS and that is it. The screen kind of blinks after getting past the bios and you can kind of seeing the mouse for a split second and that is it. If I boot into safe mode the video card works with no issue. In safe mode I uninstalled all video card drivers, or anything that is used with a video card. Afterwards I installed the most recent driver from AMD website. After downloading the recent driver and trying to install it the program could not find the video card and stopped. In device manager the card showed up again even though the driver install did not work. I put my old video card in and it worked with no trouble. I also updated my BIOS to the most recent(4-jun-2013). Had same issue afterwards. At this point I am kind of stumped.

I have power plugged into the video card. The green light is on.
