My laptop has these specs:

AMD Dual-core c-50 1 ghz (Overclocked to 3.9 ghz)
AMD radeon hd 6250 265 MB
2 Gb ram. (Will upgrade to 6 soon)

What kind of games could i possibly run on this "Gaming Beast"?

What would "acceptable FPS" be, and at what settings for GTA4? And do you think that i could get away with playing Skyrim on it with maybe some low end tweaks?

I Assume the OC to 3.9GHz is a joke. GTA IV runs badly on many systems and I would be surprised if its playable on your system, Skyrim will not run or if it does it will be a slide show. Even DOTA 2 I am not sure you are quite over the Minimum requirements (Pentium 4 3GHz). Get this deal for $1 and see what you can play http://www.humblebundle.com/ and how it compares to the system requirements.

Then explain to me why it improved the performance of every program on my laptop. And i don't want a "Just does" or any of that. I need a logical explanation.

Just because the speed is increased doesn't mean it's 3.9. It could have jumped to 1.2 1.4 still would have made a noticeable difference. Understand that overclocking 1GHZ Cpu to 3.9 would fry it to high hell. ESPECIALLY on a heatsinked laptop with no cooling except for a lazy lame fan. So i call BS on 3.9 overclock. Not without frying that whole thing. Unless u have very insane watercooled laptop (even than it's doubtful btw) but since i don't see it i am guessing cpu-z glitch with mild overclock that makes things seem faster.
