Zalman 9500A HSF stuck at 100% fan speed

I tried using SpeedFan, but no effect
I tried lowering the cpu fan speed in the BIOS but still stuck at 2500-2600 rpm
anyone have a suggestion?

Zalman 9500A (My HSF)
ASRock Z77 Extreme4 LGA 1155 Intel Z77 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard (My MOBO)
With an I7 2600k no OC w/ HT on
Windows 7 64 bit

Well the cooler itself came with the Fan Mate 2 fan controller to control the speeds. My board has a software program that controls all the fans connected to the board even if there 3 pin fans like the 9500a, not sure of asrock does but speedfan does nothing for my cnps 9900 even with the 4 pin pwm fan header
