Got 8GB of RAM Only 3.48 GB Available to use

I've had this problem for months. It wasn't like this in the beginning, but after a few weeks it became like this, and I don't know why. Does anyone know what kind of problem it might be? I'm using a packard bell computer.

Computer stats:
Windows 7 Ultimate 64Bit
8 GB of RAM installed (is available to see in bios setup menu)
AMD Radeon HD 6520G + 7670M with 1 GB Dedicated VRAM
AMD Quad-Core Processor A6-3420M
1 TB HDD
etcetc...

Is your Windows 32-bit or 64-bit? If it's 32-bit then ~4GB is your maximum, and you've hit that, so you would need to switch to 64-bit. Switching requires a complete reinstallation of Windows, in which you'll lose all programs as well as any files that you don't back up to a flash drive or something.

It sounds like an issue with Windows for sure seeing as the BIOS can recognise the cards. However to double check run http://www.memtest86.com/ to eliminate that possibility. If anything it might turn something up.

Have you tried to remove and re-seat the cards?

What is your motherboard RAM limit?

Yes I've tried to switch the cards + it's a laptop so I only have 2 outputs for my RAM-cards.

I don't know what my motherboards RAM limit is, but it had 8 GB och RAM installed in my computer when I bought it from the store, so it should work, but doesn't.
