How to tell if a GPU is a ref or non ref card?

*Edit* Ref or non ref has nothing to do with how well it will cool. Just means they either used or didn't use the original lay out for the board.

"Reference" has to do with the PCB and cooler. If it's the exact same as what AMD released the card with, then it's reference. If it's got a different cooler (which it almost definitely has) or PCB, then it's non-reference. But it really doesn't make a difference at all.
I would recommend against overvolting - just raise the clocks as high as they'll go without crashing in games, and be happy. Overvolting rarely gets you much more performance for a ton more heat.
