XFX HD 7870 wont work. would this help?

My first HD 7870 wont boot. when i turn my PC on it just stays on a black screen. The card fan works but am not getting any display at all from my card. i RMA it and get a replacement 7870 but i get to keep the broken one. i was wondering if i can fix it, can a bios flash possible fixed this problem?
 
What are the rest of your system specs? Specifically, what is the brand and model, not just wattage, of your PSU?
Edit: I see your .sig, but with clocks listed by the graphics card, I'm assuming this isn't the failed machine.
If this was the machine that was working, and since failed, it could be that the Corsair CX got too hot too often and toasted its Samxon capacitor(s).
 
The current Corsair CX series was made by CWT, not Seasonic. They used some inferior Samxon capacitors (it's a brand name) that don't like heat and are known for early failure. Your problems could be related to your PSU. Do you have any other cards you can test, or another good PSU?

I said i have two XFX 7870 ones working and the other is not. am using my PC right now with my working 7870. In fact i have been using the new XFX HD 7870 for 3 months now without an issue.

Am gonna upgrade my PSU As soon as i can.
 
Well, if any of them work, then it isn't the PSU.
As to fixing the broken card, likely a BIOS flash won't do anything (assuming it's even possible). Did it ever work, or was it DOA? If DOA, it could be physically damaged, such as from being flexed in shipping. Check for any visible damage for some idea of what might need to be fixed. If you cannot find anything obvious, then I'd say it's not repairable.
