Bios not recognizing my sata HD (many drives and motherboards later still no luck)

Ok, so I started a repair on a computer for my mother. She had the error, Reboot
and select proper boot device. I checked her BIOS and it's not registering anything being plugged in at all. NO hard drive, no cd/dvd drive. I first tried a new hard drive, this didn't work, I then tried a new motherboard, this didn't work. I have since tried 2 other hard drives and 1 other motherboard. I have tried different memory, even the power supply. The only thing I haven't tried is the processor. So my question is, could the processer cause this issue?

Oh occasionally it gets stuck at the HP boot screen as well.

Just a quick update, I have also tried changing sata cords as well. Since it doesn't see the cd/dvd drive I hooked up an external to it, and tried to install windows just to see if it would work. As expected it also doesn't see a drive to install it on.
 
No to the cpu causing your issue with the sata devices. It's a bios setting or loose cable. Check your boot order in your hp board bios. Press the "del" key before you see a post screen. You should set the boot order at cd (or dvd), ide 0. You may also reset the bios by removing the round "button" motherboard battery for about one minute with the power supply unplugged then reinstall it.
