700w PSU passes test - Will not turn on computer Why?

PSU passes:
1 Paper clip Test
2 Antec PSU Tester
3 Volt Meter all rails correct
4 Works on 20pin motherboard with no 12v separate CPU power

Computer works with another PSU - Motherboard fine.

PSU will not start 24pin motherboard - tried 2

Any Ideas?

Aside from a switch causing this. If you are sure that it passes all the tests than it should theoretically work. Obviously the real application of it differs from the test so something can still be broken on a level that the tests can't see. I highly doubt it so i would go with wiring issues. CHECK everything that is being connected make sure u don't forget a 4 PIN plug somewhere that might be preventing it from starting. Check the on and off switch on everything and check the power cable. And make sure u have the start button on the proper pins or if you are shorting them make sure u short the right Power on pins.

Tried it 2 separate cases.
Different PSU works fine in both cases

There is a problem somewhere man something is making it not work. Make sure the CASE Is not being shorted or the motherboard. Sometimes if u forget a pin or a screw it might short it causing the EXACT problem u are having CHeck everything. Take out the mobo outside of your case and plug it in to the CPU on the table infront of you with nothing in the way but 1 slot of ram. if it posts you know where to begin your search.
