Should i buy a custom watercooling loop for I5-4670k or a 780 instead of a 770?

For a good water-loop that you can expand to include a GPU, expect to be spending about $300.

Thinking about spending 500-700usd on a custom loop, it isnt as cheap for hardware in my country :(

Im living in Norway.

Gtx 780 is 850USD
Gtx 770 is 550USD

Your not in as bad a situation as you think, many water-cooling manufacturers are based in Europe (particularly Germany). Being outside the EU will impact on shipping costs, but that's about it I think.

In terms of which ones to go for, that's for you to figure out :D .
You'l find we don't just give out parts lists when it comes to water-cooling here.

I suggest you read the water-cooling sticky if you haven't already, it will give you the info needed to get a general idea of what your doing.

Blocks are blocks, make sure they have good reviews and are compatible with whatever its being mounted too. Dont get too hung up on performance though, difference between the best and worst (of the common brand names, generic WC equipment is just horrible) is only a few degree's difference. So picking based on aesthetic wont put you out too much.
Pump, foam and lots of it, absorbing its vibration leads to a far quieter machine. Again dont get too hung up figuring out exact performance metrics, unless your running a multi-GPU loop your typical D5/DDC pump will do fine.
