1ms vs 5 ms, not a huge difference, basically the time it takes for a pixel to change to a different color and then back again. The popular terms for describing the effect is ghosting, where an image will appear to hang around a little because the pixels don't update fast enough. 1-5ms is deemed good by most.

120hz vs 60 is a huge difference, basically it's the number of frames rendered per second, in this case 60 vs 120. 120 hz appears much smoother and more responsive due to it rendering twice as many frames per second as a 60hz, assuming your graphics card is powerful enough to output that many frames at the settings you are using. In your case with a 680, it should be sufficient to push 120 frames in most games at decently high settings.

When purchasing TN panels, as those both are, 120 hz is always going to be better than 60hz. If you can and are willing to pay the cost, it is definitely worth it.
