my system specs : AMD FX-8350(planning to oc and use water cooling),Sapphire hd 7790 1gb(planning to crossfire in the future), asus crosshair v formula-z
and i was about to get a seasonic xseries 850w psu so is that enough or should i get a higher watt psu like 1200 ?!!

More about : watts

The 7790 doesn't require a ton of power, even with crossfire and OCing, you would be fine with a good 750W PSU, a good 850W unit will run much more power hungry cards in crossfire. You get no benefit from moving up to 1200 W, you are better off picking a high quality lower wattage unit than an average quality high wattage unit.

The Seasonic X series like the one you have picked out are solid performers and will run your system just fine.

why when i calculate my system parts here>http://www.thermaltake.outervision.com/ it's show about 1150 w psu recommended !?or it's just a stupid site and 850w will be fine for me ?!

What are you putting in? PSU calculators are very easy to get overinflated estimates out of without realizing it, and stuff like the newegg one will give you higher estimates that normal to account for their lower quality units. A good PSU with 105C capacitors will show less than 10% capacitor aging over its lifespan, people tend to input 30% capacitor aging into that calculator and get grossly inflated estimates.

I don't use PSU calculators to do power estimates, after a while you get good at knowing how much everything pulls. An 8350 has a TDP of 125 W, an 7790 has a TDP of 85 W, so with 2 7790s, and an 8350 you are pulling less than 300 W for the three biggest power draws, even with a large OC those three will pull less than 450 W, the rest of the system will pull about 100 W, water cooling will put 100 W max as well, so that is only 650 W and that assumes a 50% increase in power consumption due to OCing which is pretty extreme.
