Can't open ports on my cable moden

I have a Motorola SURFBoard SVG2501.

I have basic knowledge of port forwarding, but can't seem to get them open on my router. After settng my static ip, I login to the Port Forwarding tab in the router menu and open steam ports (27000 - 27050). But when I use tools to check them they appears as closed.

The only ports that seem to open is port 80, or when I open Vuze and enable UPnP in the router, it seems that whatever port I assign Vuze to use gets opened on the router.

Help?

Some things you'll want to check....

1) Check with your ISP. Some ISP's don't allow certain ports to be opened. For example, my ISP doesn't allow open ports below 1024- they are blocked at the ISP level. However, I was able to forward everything from 1025 and up. I killed a couple frustrating hours one weekend until I finally gave up and called my ISP. Sure enough, they were blocking ports on their end and the only way to open up ports below 1024 was to pay for an enterprise business account. ("No thank you!")

2) Make sure that you are forwarding TCP/UDP to your computer's IP address. I recommend setting up your PC with static IP's so that the forwarded ports always go to the same system. (You say you've done this, so "OK")

3) Check your antivirus & firewall settings to ensure that they are not blocking those ports. As a precaution, you may want to go ahead and create a rule excluding your specific ports from being filtered/blocked.

1) It's not my ISP, because as you see if I assign, let's say, the port 27000 in the Vuze settings, Vuze manages to open it (and it appears as open). Also, the ports I'm trying to open are not blocked through my ISP.
2) My Static IP is set to 192.168.1.150 and the ports go to it.
3). My firewall is disabled, both in the router and my pc. If I want to, I can set it up to block Vuze and it closes the port. I do this to ensure my firewall is working correctly.

It seems my router is only opening ports when an application requests them (like Vuze / Azureus), but steam client doesn't seem to do so

I've already tried that link. It just tells you how to enter and set up the port forwarding tab, which doesn't open the ports. Also I did mention what app i want to port forward (Steam Client) and which ports.
