Upgrading from a 6870 (7870 vs GTX 660Ti vs 7950)

I'm going to be upgrading my 6870 to something more of this gen. The main reason being that my card is just way too loud, but the performance is fine for 1080p gaming.
I'm only looking for:
- Black PCBs and preferably black fan shrouds (I'm getting a side panel with a window, so aesthetics are important)
- Low noise under max stress
- Good cooling while under stress
- 200-280 USD price range
- Play ALL games at 1080p with a combination of Med-High settings
As of now, the Asus GTX 660Ti looks like an awesome deal, but how well does it do with cooling/noise?
I'm only looking for:

I was actually interested in underclocking cards that were factory overclocked, if that's even a thing.

Well then those would be my suggestion, the GTX 660ti is SLIGHTLY better, not really concrete since its game dependent.
If you did OC, I would suggest an HD7950(since its not much faster stock than the above linked HD7870 XT but can OC the hell out of an HD7970), BUUUT since you don't, save some and go for the almost as fast XT/LE HD7870 OR GTX660 ti...
Personally I would go for the GTX660ti IF i was not a clocker.
EDIT : Oh and the Asus model is one of the most quiet cards you can find.

This one's mostly black and it's $284 after rebate. The Vapor X is one of the best 7950's currently built. Given the wider memory bus (384-bit vs 192-bit), larger amount of VRAM, and 4 games that come with it, even at $279 for the 660Ti, I still strongly feel the 7950 is a better deal for the money, and more future proof on top of that.
Also, given the comment about rebates above which I didn't see when I posted this card, even if I excluded the rebate and you paid a flat $304 and got no rebate, even then the 7950 is worth it from a value standpoint, but budgets are budgets so it's your call in the end.

But POINTLESS extra cost above the HD7870 XT/LE if he does not OC...
Besides, Vapor-X is overrated AND voltage locked because of bad VRM cooling.

Well, my 7950 *is* pretty quiet, but beyond that, I only recommend the 7950 around the pricerange the OP mentioned because I know how good it is, but I also know a fair bit of its potential is wrapped in overclocking which is something the OP doesn't want to do. Upon further examination, I admitted your suggestions were sound. I'm not above being wrong from time to time.

7950 is more powerful and just as quite if not more so than GTX 660ti but without the memory bottleneck of the 660ti. Also noise is directly related to the cooler which changes from card to card so ....

Neither am I, and i agree with your assesment of this price range. BUT in this case, I can not bring myself to suggest an HD7950 at all. At most an HD7870 XT/LE... But considering he want a quieter card, I mean am I wrong to think Nvidia is IN THIS CASE a better option?

Nope, after looking at it closer, I don't think you were wrong at all. I'm not here to troll, and I don't need to be right all the time. If I realize my suggestion may not have been the best, I will readily admit it, as I did. Like I said, it gets to be habit including the 7950's overclocking capabilities in with the total value of the card, but in this particular case with noise and no overclocking as part of the OP's stipulations, the 660Ti at $279 is a good option. The 7870XT is another good one.

The best answer that no has yet given is that, really, you should wait about a week for the GTX 760 to be released. It's likely going to be better than a GTX 670 for about $300. That will definitely be your best value and fulfill all of your purchase criteria. This conversation will pretty much be passe at that point.

There's been some confusing reports coming out of Computex with the GTX 760 being shown off with a 256-bit interface, indicating that may be the "rebranded/improved" GTX 670. There may not be a "Ti" version.

Hmmm interesting... Well "ti" version until AMD rolls out. Then Nvidia will fill the gap most likely...
Traditionally the GTXx60 and GTXx70 have been a large margin apart.
