What CPU & Mobo to finish build?

Looking to finish a build primarily to run Rome 2: Total War and need a Mobo and CPU.

Trying to finish this off inexpensively but not to the sacrifice of game quality. If could get both components for under $400 great, under or around $300 even better. Recommendations?

Looking to run game at high settings.
