Building new PC, GPU not responding.

So I am building my first PC and while I thought I knew everything to do from part swapping in the past, I can't get my GPU to work. I have tried both PCI-E slots and made sure it was plugged into the PSU but nothing works. The fan doesn't turn on and I get nothing on my monitor. Everything else seems to power on like case leds, fans, and my heatsink. I sent the last one back thinking it was defective so I doubt the new one is as well (although possible). Any advice?

GPU: Sapphire HD 7770
PSU: RX-600AF
MOBO: Gigabyte 970A-D3

Yeah see my last one I thought was DOA this is its replacement. Chances of both being DOA is pretty damn low so thought I would check on here just in case. Ugh this build has gone wrong in every possible way, I started this over a month ago and had a multiple shipping issues and lost shipments and now 2 DOAs.
