Radeon 6950 Crossfire; second card not detected when idle?

Hi! I recently updated my CCC drivers to the 13.4 version and noticed that my second card idles at 0% and 0MHz on GPU and Memory clock. I tried updating to the 13.6 beta drivers but the problem didn't resolve. This also makes it so I can't control any part of the card. When I try to change the speed of the fans when it's idle, they don't seem to respond. For example, I put the fan speed at 100% and nothing happened. However, when I load up a program that supports Crossfire, such as a full screen game, it all of a sudden "wakes up" and the fans blast to full speed and the card seems to be working again. Is this normal or is it a driver issue that I need to roll back to fix?

Its a power save feature that was included with newer versions of AMD CCC. It powers down the second card when crossfire is not in use to save power.
