Hello,
I am looking for some advice. My kid is using my desktop I built back in 08 to play star wars the old republic. The PC has a corsair 750watt PSU, E8400 cpu, 800gtx graphics card, and 4 gig memory, windows 7 64bit.

Currently in heavy player populated areas we are getting just below 20fps with large lag spikes most other places we are well over 50.

A new build is still a few months away financially and I am looking for a graphics card recommendation. Thank you as I am sure you get this question asked 100 times a day.

He will probably inherit this computer when I build the new one so hopefully it will be fairly capable for two more years.

Personally, I'd recommend spending a bit more and getting one of these overclocked 650 Ti Boost cards with 2GB.

The Asus one has the highest clock but the others have aftermarket cooling.

Otherwise some of the GTX 660's are around ~$190 mark and could also be an option. Here is a list of GTX 650-660 (including Ti and Boost models) sorted by price.

Your CPU will probably bottleneck you but you should still be able to get decent frame rates.
