Dead Power Switch?

I recently build a new pc. and as soon as i was able to start booting this swtich was being pesky. I had to hit it 2 or three times in the right spot to get it to turn on. then it went completely. sometimes when i hit it it starts for about .2 seconds i see the fans begin to move and then the leds come on and the PSU fan starts spinning but no total boot. Is that the boot switch or something worse? the MOBO has the green leds for power and was working fine. although i was running into issues with my video card and i was shutting down forcefully and trying to get into safe mode. maybe i blew something?

I did so and nothing. I believe it is the power supply. I took a multimeter to all the connectors and am getting very weak signals from all of them. sometimes none. I have gathered more details since my first post. It seems that if i unplug the PSU from the wall let it go out and then plug it back in again i get it to receive the signal and the PSU fan starts going but everything else dies almost the instant i hit the power button. I had the system up and running fine i had no RAM issues or any other error. This all started happening this morning.

I flipped the power switch off because I was having to reboot into safe mode because of installation of a new GPU and my display wasn't working so I was shutting it off frequently because I missed the f8 and then I had to do an improper shutdown repair so then I had to do it again and it reverted back because updates didnt install properly so on and so on. I think I killed it somewhere in there. I just don't want it to be my MOBO
