Intel 4000 graphics problem

I just finished building a micro-ITX build with a Gigabyte MoBo and i3 processor with Intel 4000 graphics. When I began to install Windows there were lots of very small flickering horizontal lines on the monitor (which is my every day monitor so I know that is not the problem). The problem did not go away after the Intel driver was installed and I've had some instances of the screen not coming back on after a shutdown and restart. I would like some ideas about trouble shooting this. I have not done a BIOS update.

I've Googled this and there seem to be random issues out there but nothing concrete.

It is a DVI monitor and it works fine on my main ATX machine with a GeForce NVIDIA card. This build is to replace my wife's PC

just an update, when I did the final Windows update there was an Intel graphics update installed. When the computer was restarted there is no signal to the monitor at all now. When I try to start it now I cannot even get the Gigabyte splash screen. PSU, CPU cooler are working and windows seems to load as I can shut the computer down using the keyboard controls. Is there a way to tell whether this is a CPU or MoBo problem.
