My friends GTX 660 Ti is running 20-30 fps lower than mine in BF3

My friend has an MSI GTX 660 Ti PE OC just like me and it is running at the same Core clock and memory clocks. However my friend experiences many frame drops in game and gets about 20-30 fps lower than me in empty and full BF3 servers. He re-installed windows 7, but it was a Gateway version of Windows 7 so it wasn't a fresh install. Then he installed the latest drivers just like me. He still experiences the same issues. He is running on a Gateway motherboard, and I have a fully custom PC as shown below. I don't know what the issue is. My CPU is an i5-2500k STOCK, and his is an i7-2600 STOCK. I don't think this is a driver issue because he just re-installed windows 7 and before he tried other drivers and still experienced lower drops. We also have the exact same in-game video options and the exact same user.cfg files.

i suggest that your friend downloads MSI afterburner, goes to settings / monitoring - and set Core clock, memory clock, gpu usage, and core temperature to OSD, and go ingame and see if the clockrates go to the "max"

try disabling vsync, GPU usage should rise to 85-99%

Whoa...you said gateway motherboard? what's the brand, his pci-e slot might not be as fast as yours??? I might be shooting in the dark here...I would check any bios updates his board might have to see if any resolve issues your describing.

His power supply is a Raidmax RX850 AE, I dont think thats the issue because his computer never loses power or turns off.
He still has the stock motherboard, from a Gateway FX6860, which I dont know what it is. We are both running the same resolution in game, 1280x720, and yes this is in BF3 Multiplayer. I dont know his BIOS version but his NVIDIA driver version is the same as mine. After bringing my i5 to stock clocks and we did Intel Burn Test again, and we got the same Gflops speed. We are currently doing Unigine Valley.
I will get back to you guys later with the results
 
Are you using Lucid Virtu MVP on your system? Lucid Virtu MVP inflates FPS, because it will skip several calls to render a frame, in order to reduce latency. Those skipped rendering calls are counted by FPS counters, even though nothing happens.

I noticed your motherboard supports it, so if you have it enabled, your FPS are artificially increased. They aren't real.

I am not using Lucid Virtu at all. I figured out the problem. It seems to be that whenever I go back to stock clocks on my i5 we have the same FPS. But when my i5 goes back to 4.2ghz I recieved and extra 30 fps than him. I never really new that OCing CPU's does that.
