The first two choice seem to be not wise; For TN panel monitor, 5ms is just acceptable, better off by going with 2ms
ViewSonic VX2370SMH base not sturdy,as it shown in the website, while Samsung S24B300HS too slow for gaming.
Why not try,
1. Samsung S23A350H, amazon $140
2. Asus VS238H-P, $170 newegg

For 1080p, personal opinion, 23 inch would look ideal, apart from it is big yet pixel density also good;
The more pixel density, you less likely need more AA in game.
