2 Post Beeps, PSU Not Working

Hello, My first build here using an intel DH55HC motherboard, i7-860, and 2x4 gb kingston ram, corsair hx520.

After my first boot, I received 2 POST beeps; parity error. I reseated memory, alternated slots, used one stick only... but still no boot and no display. Also, my CPU fan for not working, although my other case fans were on. I switched the pin from CPU_FAN to another 4pin for FRONT_FAN, and the cpu fan works fine.. (what does this mean?)

Since I assumed it was bad memory, I ordered and just received new memory today from newegg; crucial ballistic sports 2x4gb, 1333. After seating them, I still got 2 post beeps with no display!!. Again, I reseated, alternated, used 1 stick... and same 2 beeps continuously... I dont know whats wrong!

I know this cant be a ram problem, this is brand new memory. I even took out the GPU , and tried booting with just the motherboard and memory (DH55HC has onboard video, i think). Still nothing. I feel the heatsink getting warmer so I know its getting power. I believe the PSU works fine since the other case fans spin... what am i doing wrong?? HELP!! :(
 
Try to rule out a mb issue. Look on the mb or mb box for the bios rev on the mb. Check it with intel and see if the mb will post with that ram and CPU combo with the bios on the mb. Intel qal list for ram is short for most f there mb on intel web page, did you check on the ram vendor web page for ram that was tested on intel mb. The last would be a bent pin under the CPU or mb grounding out do to no standoffs used.

Some motherboards have diagnostics lights that indicate if there is an issue and what that issue is.
It also wouldn't hurt to give Intel a call and say "I have this motherboard, it's doing this, HELP!"
Check the stock voltage on the ram and check what the board wants. I've seen that cause issues in the past.
Like smorizio said, grounding could be an issue and so could be a bent pin... but I think motherboard is your issue here.

I've confirmed that the 2gb version of my Kingston memory is compatible, I think its safe to assume these 4gb sticks are good. I'm not sure exactly what "standoffs" are, but I do use gold risers to install the motherboard into the case; it does not touch the frame at all.

You guys also mentioned a bent pin under the CPU... this would cause the 2 post beeps? I dont have any more thermal paste, so I'm hesitant to take off my heatsink. BTW, my PSU DOES work... i meant to say my CPU fan. (but I fixed that by switching pins to a front or rear fan)
 
If the CPU fan does not work when connected to the CPU_fan header, then here might be the issue.
Not sure about this board. Are you getting beeps if starting the board without the CPU, because I'd say that the CPU gets no power since the CPU fan is not spinning, but still there are beeps?
