New Build Working Fine until Debug Code D4

Hey, so I build my rig a few days ago, and everything was going fine. However, after restarting earlier today, my motherboard keeps stopping on the Debug Code: D4 - which is "PCI resource allocation error. Out of resource." The issue is that I no longer have control over my fans in the Corsair Link software. I have the H100i, and when I open the software, it shows values of "0" for the Pump, Fan1, and Fan2. The fans sound like they're running at 100%, and I can't control them from the Link software. CPU temps are in the low 30's, so I believe the pump is working fine, which leads me to think I have an issue with the motherboard.

The board is a Gigabyte Z77X-UD5H, and had been working perfectly until this error came up. I've tried resetting the CMOS to no avail. My system is as follows:

Intel i5 3570k
Gigabyte Z77X-UD5H
Corsair H100i Cooler
G.Skill Ripjaws X Series - 2x4GB - DDR3-1600
Gigabyte Radeon HD 7950
Samsung 840 Pro SSD
WD 1TB Caviar Blue HDD
Corsair HX750 PSU

Anyone have any ideas for me, or is the board shot? I didn't do any heavy overclocking, CPU temps never got above 75, and GPU temps never got above 65. But before I restarted and got this error, I was running Prime95 for about an hour.
